This set was a hard one to ID. But Frank DeLizza confirmed that it is indeed made by the DeLizza and Elster company.

The brooch is constructed in two layers soldered together and plated over. It has blue and gold "cat's eye" glass cabochons, lots of Montana blue rhinestones and one florette nestled between the cabs. Matching earrings have the same cat's eye cabs.
